Innovative Technology Application, Inc.
(ITA) is a Veteran-owned small business Federal contractor that specializes in e-learning, training, knowledge management, and information technology products and services. Founded in 1995, ITA provides high quality products and services to Government and private organizations.

ITA's headquarters is located just outside the Washington, D.C. beltway in Springfield, Virginia. ITA has been named to several fastest-growing company lists including Washington Techway's Fast 50, Virginia Business' Fastest 50 and Deloitte and Touche's Fast 500. ITA has won more than $80 million in contracts with many Government agencies including the Department of Defense.

Team ITA’s leadership, organizational structure, DO management procedures and QC processes are in place for quality DO execution. Our focus is on attention to detail, quality, performance, schedule, and cost. Key features of project control are as follows:

  • Proven and institutionalized best business practices for controlling costs, schedule, and quality
  • PM empowered to make decisions and commit Team ITA
  • Early and accurate task planning by experienced managers who develop a baseline for DO execution
  • DO Execution Plans with milestone checks so progress is maintained and schedule problems are detected early and corrective management actions are implemented promptly
  • Frequent Navy customer interface allowing customer input into Delivery Order execution
  • Periodic internal task reviews, providing the benefit of independent assessment of Delivery Order performance.

    ITA has fully approved and audited rate structures. Team ITA has automated tools in place to accurately capture and allocate costs, perform accounts payable and receivable functions, and track project and personnel accounts, including payroll and benefits administration. As such, they can track funds from different sources. Cost codes can be assigned and other cost tracking procedures can be followed to track funds and expenditures as required by this contract. Key features of the Team ITA’s infrastructure include:

  • Automated resume database to ensure PM access to all corporate resources
  • Automated project tools (e.g., CostPoint, MS Project, MS Office Live Meeting, Delivery Order Progress Tracker Database) to give insight into project cost and schedule
  • QMS and Overall QC Plan
  • Use of Government approved systems for accounting, property management, and procurement
  • People and automated tools in place to capture and allocate costs, perform accounts payable and receivable functions, and track projects and personnel accounts, including payroll and benefits.

    Quality Assurance Program

    ITA top management provides direction to Team ITA by establishing objectives and targets for performance. Top management provides resources and reviews performance and customer satisfaction regularly. If problems are identified, action is taken using the corrective or preventative action process. Team ITA management continuously looks for opportunities to improve products, services, and internal processes. In addition to the aforementioned procedures and at the end of each month, the Quality Control Manager (QCM) will forward a roll-up of all contract deficiencies, if any, entered into the electronic Delivery Order Progress Tracker Database and customer satisfaction monitoring results to ITA’s Chief Operating Officer. This review process will alert Corporate Management of any potential problem areas and identify formal actions taken or required to correct or prevent deficiencies.

    The Team ITA Quality Management System (QMS) documents the processes required to correct problems and consistently provide products and services that meet Navy requirements and enhance customer satisfaction. The Team ITA Quality Control (QC) Plan is applicable to all Team ITA members performing work on the Contract. To meet the requirements of the inspection and acceptance clause of this Contract, Federal Acquisition Regulation (FAR) 52.246-4, Inspection of Services, each Team ITA member agrees to conform to the Team ITA’s QC Plan.

    Team ITA’s QC structure includes the Project Manager (PM), QCM, subcontractors, and individual employees; in essence, every individual working on the Seaport-e contract. The PM reports to the Team ITA Chief Operating Officer who monitors the PM’s ability to effectively implement Team ITA’s QC Plan and achieve the primary quality goal of total customer satisfaction. The QCM serves as the administrator of the QMS and primary reviewer of contract deliverables. The QCM oversees the management and administration of QC functions. Through the use of scheduled deliverable reviews and periodic audits, the QCM and other Team ITA members measure the quality of the deliverables throughout the period of performance. PMs and the QCM meet monthly to address concerns, recommendations, and improvements to project procedures, practices, standards, and execution actions. They will also review and assess the effectiveness of Team ITA’s QC Plan, evaluate employee recommendations to improve QC procedures, and analyze customer comments/concerns.

    AMSEC LLC, a subsidiary of Science Applications International Corporation (SAIC), is a full-service supplier to the Navy and commercial maritime industry. AMSEC LLC provides naval architecture and marine engineering, electronic systems engineering, vessel system assessments, maintenance engineering and program development, shipyard industrial engineering, and complete logistics services, from technical manual development to provisioning documents, spare parts management and training. AMSEC LLC, was formed in 1981 to provide top-quality technical and engineering support services to the Navy, and was acquired in 1987 by SAIC. Today, with more than 4600 employees in over 30 offices, AMSEC LLC provides direct support to the fleet in all Navy homeport concentrations and technical centers. On a typical day, AMSEC has well over 1000 employees working on Navy ships and at Navy shore activities worldwide. Forty six AMSEC locations individually registered to ISO 9001:2000 and two organizations were assessed at Capability Maturity Model Integration Level 5.

    EMA Inc, a subsidiary of AMSEC LLC, provides engineering, management, financial and logistics support for Defense programs including carrier air traffic control and landing systems, tactical aircrew combat training systems, shipboard data links, computer security, and command, control, communications, computers and intelligence systems.

    Planning Consultants, Inc (PCI), a subsidiary of AMSEC LLC, provides advanced analytical and engineering services for the Aegis Combat System as well as integration support for related systems such as Cooperative Engagement Capability (CEC), Open Architecture (OA), Ballistic Missile Defense, Single Integrated Air Picture (SIAP) and the Land Attack Warfare System.

HumRRO conducts research, develops products, and provides services to improve individual, team, and organizational performance. HumRRO is comprised of multidisciplanary professionals, with a technically diverse supporting staff. Their research scientists include experts not only in industrial and experimental psychology, but also in many related fields such as management analysis, sociology, operations research, computer science, economics, and educational research.
